Amid the opposition clamour for a special session on Operation Sindoor, the government on Wednesday announced that the Monsoon session of the Parliament will begin on July 21. However, the opposition has raised questions about the announcement much in advance and also indicated that the session will be very noisy.

“Govt. has decided to recommend to Hon’ble President to convene Monsoon Session of Parliament from July 21 to August 12, 2025,” Rijiju said in a social media post. Meanwhile, senior Congress leader, Jairam Ramesh questioned the announcement made 47 days before a session is due.

“This has been done solely to run away from the demand being made repeatedly by the Indian National Congress and the INDIA parties for an immediate special session to discuss the brutal Pahalgam attacks and the failure to bring the terrorists who did the killings themselves to justice, the impacts of Operation Sindoor and its blatant politicisation, the revelations of the CDS in Singapore, the hyphenation of India and Pakistan, the embedding of China in the Pakistan Air Force, the continuous claims of President Trump on mediation, and the numerous failures of our foreign policy and diplomatic engagements,” he said in a social media post.

Further he made it clear the session will still be dominated by these issues of supreme national importance. “The PM has run away from a special session but will have to answer very tough questions six weeks from now,” he said. Commenting on this post, TMC leader Derek O Brian wrote: “This condition is known as Parliamentophobia ! Morbid fear of Modi facing Lok Sabha and Rajya Sabha.”

Meanwhile, the session will also see a motion of impeachment against Justice Yashwant Varma of the Allahabad HC during the coming session. The motion against Justice Varma follows his indictment by a three-member committee constituted by the then Chief Justice of India, Sanjiv Khanna. A fire at Justice Varma’s residence in New Delhi in March, when he was a judge at the Delhi High Court, had led to the discovery of unaccounted-for cash in an outhouse.

Although a detailed list of business for the session will be out just before the day of commencement, the government has already indicated bringing some important legislation, including one on insurance and another one related to the Insolvency and Bankruptcy Code. The Insurance Amendment Bill intends to amend three insurance laws – the Insurance Act 1928, the Life Insurance Corporation Act 1956 and the Insurance Regulatory and Development Authority Act, 1999. It aims to fulfil the key FY26 Budget announcement of raising FDI limit from 74 to 100 per cent in the insurance sector. Proposed amendments are expected to lay down the framework for composite licenses, allowing insurers to offer multiple categories of insurance — life, health and general — under a single license.

Also, the government is likely to move a bill in the Monsoon Session to amend the Insolvency and Bankruptcy Code (IBC) to clarify that prior permission of the Competition Commission of India (CCI) is not required for submitting bids under the corporate insolvency resolution process. This comes in the backdrop of the Supreme Court rejecting the winning bid of AGI Greenpac for Hindustan National Glass in January due to its failure to get CCI approval before the Committee of Creditors (CoC) nod of the plan.
