Increase States’ share in Central taxes to 50%: Andhra CM to 16th Finance Commission

Andhra Pradesh Chief Minister N Chandrababu Naidu has requested the 16th Finance Commission to increase the share of States in the Central taxes (vertical devolution) from the current 41 per cent to 50 per cent.

CM Naidu on Wednesday said the share of horizontal devolution (distribution among States based on various criteria, including population and per capita income) was on a steady decline from 23.4 per cent during the 10th Finance Commission, to 15.80 per cent in the period of the 15th Finance Commission.

Andhra Pradesh was at loss financially in horizontal devolution with a lower share in terms of GDP and population, he added. 

Referring to the ‘Viksit Bharat’ vision envisaged by the Centre, the CM said States would need to play a vital role in the overall development of the country. 

Requesting support from the Finance Commission for the State which has lost a major sources of revenue from Hyderabad due to bifurcation, Naidu said 75 per cent of Telangana’s financial resources came from Hyderabad alone and Andhra Pradesh did not have the same advantage, with lack of a capital turning into a major problem.

Swarnandhra Vision

Highlighting the development initiatives of the State government, Naidu said Swarnandhra Vision 2047 was aiming at making Andhra Pradesh a $2.4 trillion economy with 15 per cent annual growth in State Gross Domestic Product (GSDP).

The target was to increase the GSDP from the current ₹18.25 lakh crore to ₹29.29 lakh crore by 2028-29, which would require a total investment of ₹40 lakh crore, according to Naidu. 

He requested the Commission to recommend grants from the Centre for upcoming development projects in the State, including inter-linking of Polavaram Project with Banakacharla, upcoming ports and airports, world-class convention centre in Visakhapatnam and the five tourist hubs in Amaravati, Tirupati, Visakhapatnam, Araku and Rajamahendravaram.
